Je suis partiellement d'accord : les ingénieurs et/ou consultants qui ne comprennent pas le contexte métier n'en sont pas (des ingénieurs ou des consultants). J'ai du mal à trouver le bon terme pour les définir, mais cette compréhension du métier est à mon avis une compétence clé.
